To provide a guideline for purchases made by the City of Hillsboro.
1. Whenever possible, the City of Hillsboro will purchase consumable goods from local vendors. When there is more than one local provider, quotes or bids should be requested from the vendors. The request for quotes should be specific enough that the quotes from each provider represent a product of similar quality. The purchase may be made on the basis of the best quote, taking into consideration price, history of service, quality of product, and availability.
2. Whenever there is one local provider, quotes from other providers may be sought. Local providers will be granted a 10% differential on price, but quality of product, history of service, and availability will also be considered in the final decision for purchase.
3. The city council reserves the right to make selections for professional services for the City of Hillsboro.
4. In matters of emergencies, the stipulations of this policy may be temporarily suspended.
