PURPOSE

The purpose of this program is to inform all personnel of the City of Hillsboro, Kansas of their responsibilities concerning our Safety Manual, Procedures, Policy, Programs and Rules. As stated in our Safety Policy, it is our desire to provide a safe and healthy workplace. In order to accomplish this desire, the cooperation and assistance of all personnel (including guests, visitors, contractors, and all others on premises) are needed.

SCOPE

This program applies to all personnel, management, supervisory and employees with the City of Hillsboro, Kansas ultimately responsible for its performance.

RESPONSIBILITIES

All personnel must have a thorough knowledge of our Safety Manual, Policy, Procedures, Programs and Rules (if these safety items are to have value). Employees must convey this knowledge, as it applies, to all guests, visitors, contractors and others, who are on premises for various reasons. In addition, all personnel shall consider safety with importance equal to schedule, cost, production and quality in the planning and operating of all projects.

Safety is a team effort. The standards on the following pages are necessary to accomplish quality products. Your employment with the City of Hillsboro, Kansas will require a positive acceptance and practice of these standards. Together, we can make work enjoyable, safe, and satisfying.

Employees of the City of Hillsboro, Kansas have a duty to comply with the following requirements to make the workplace safe for yourself and your fellow employees.

Management has reviewed, edited and approved our Safety Manual, Policy, Procedures, Programs and Rules and is responsible for the enforcement.

Supervisors are responsible for performance of our Safety Manual, Policy, Procedures, Programs and Rules and the safety performance of their departments will be reviewed annually. Supervisors will establish departmental safety goals and objectives and are responsible for the overall health and welfare.

The main duties of each Department Supervisor in discharging responsibilities for safety are as follows:

Provide direction and leadership to the Safety Program.

Ensure that employees learn and understand the safe practices for their general work area and for the job they are performing.

Ensure that the employees in the department comply with the safe work practices and personal protective requirements for the job.

Enforce safe work rules.

Ensure that all employees in their department are aware that safety is an integral part of their responsibility.

Ensure that all accidents and work injuries are immediately reported to Human Resources, if the accident does not occur during normal office hours make sure that it is reported in the morning of the next business day.

Evaluate all safety suggestions referred to the department and provide definite replies to employees making suggestions.

Establish a program of regular safety meetings with the department, and ensure that safety information is transmitted to all employees within that department.

Ensure that prompt preventive and corrective action is taken to remedy unsafe conditions.

Enforcement of disciplinary action if safety rules are violated.

Use all safety regulations in effect and make employees aware that violations of safety rules are not acceptable and disciplinary action will be taken.

Make sure all incidents are reported immediately, even if an injury does not occur.

Conduct thorough investigations of all accidents and take necessary steps to prevent recurrence through employee safety education, operating procedures or modification of equipment or process.

Provide each employee with complete safety instructions regarding their duties prior to the employees actually starting to work.

Conduct safety checks of all new and relocated equipment before it is placed in operation.

Ensure that equipment is properly maintained and issue instructions for the elimination of fire and safety hazards.

Continuously inspect for unsafe practices and conditions and promptly undertake any necessary corrective actions.

Develop and administer an effective program of good housekeeping, and maintain high standards of personal and operational cleanliness throughout all operations.

Provide safety equipment and protective devices for each job based on identified hazards.

Ensure that Hazard Assessments are conducted on all new and existing jobs.

Conduct safety briefings at organizational meetings, and encourage the use of employee safety suggestions.

Give full support to all safety procedures, activities and programs.

Safety Committee Responsibilities

The Safety Committee is responsible for:

Reviewing, updating, organizing, coordinating safety programs.

Reviewing, updating, organizing, coordinating safety training.

Conducting work-site inspections.

Monitor hazard reduction or elimination.

Review incident investigations.

Other assignments and responsibilities related to disaster response and risk management complete the role of the Safety Committee.

The Safety Committee will advise Management as well as Department Managers, Supervisors, and employees of unsafe conditions and any other problems related to accident prevention.

Safety Chairperson Responsibilities

The main duties of the Safety Chairperson in discharging responsibilities for safety are as follows:

Serve as Chairperson of Safety Committee, and control the committee’s activities.

Assist supervisors in all phases of safety; including good housekeeping, proper work practices, safe working conditions, protective equipment and safety education.

Investigate, with the Safety Committee, all lost-time work injuries.

Assist management with all safety rules and regulations.

Devise corrective measures to prevent accidents and injuries.

Inspect work sites and work places to ensure safety procedures are in use.

Make regular and frequent reports to the Director of Human Resources and Management on status of safety activities.

Employee Responsibilities

Each employee is expected to place safe work practices and identification of unsafe conditions as the highest priority while performing their daily tasks. All employees are required, as a condition of their employment, to adhere to all safety rules and regulations that have been established for the protection of themselves, their fellow employees and the public.

Employees have the following rights under this program:

To be advised of occupational safety and health hazards and receive training about safe work conditions, practices and personal protective equipment.

To provide information to the company about safety hazards or concerns, and to request information or make safety suggestions without fear or reprisal.

Each employee’s safety commitment must include, but is not limited to the following:

Learn and understand the safe practices for their general work area and for your job.

Comply with safe work practices and personal protective requirements for the job.

Wearing personal protective equipment, when required.

Not operating equipment for which training and orientation has not been received.

Warning co-workers of unsafe conditions or practices they are engaged in which could lead to or cause an accident.

Inspecting tools and equipment before use, and reporting defective equipment immediately to a supervisor.

Reporting dangerous or unsafe conditions that exist in the work place as well as throughout the premises.

Reporting all incidents regardless of severity.

Taking care not to abuse tools and equipment, keeping tools and equipment in usable condition for as long as possible, and maintaining tools and equipment in the best possible condition while being used.

Maintaining housekeeping to standard.

DISCIPLINARY PROCEDURES

All personnel are required to participate in these activities to provide a safe and healthy work place. Most individuals do not want to be injured on the job nor do they desire responsibility for injuring others. A disciplinary procedure is provided in this program to encourage others to participate in these safety activities. Disciplinary procedures for safety violations will normally consist of the following five-step procedure:

Verbal discussion with alleged offender to gain voluntary participation in and determine understanding of the program.

A verbal warning with documentation in the personnel file.

A written warning citing the offense and needed corrective action with copy in personnel file.

Suspension (one day without pay) documented in personnel file.

Termination.

Depending on the situation, certain safety violations may result in disciplinary action up to and including termination, especially those willfully performed to intentionally inflict injury to themselves or others or to damage the dealership or equipment. Each situation involving a safety violation will be reviewed and appropriate disciplinary action taken.

MONITORING RESULTS

At least once a year the results of the safety programs and activities will be reviewed by the safety committee and management. This review will include:

All incidents that have occurred within the past year.

The amount of direct dollar cost and an estimate of the indirect dollar cost ca used by each incident.

Methods proposed and implemented to prevent the incident from recurring.

Status of safety goals and objectives for each department.

Status of safety training for each department and employee.

Status of dealership safety based on inspections, corrections and disciplinary actions.
