PURPOSE

To safeguard our employees’ health by providing a guide for compliance; To provide our employees with the necessary information concerning health and physical hazards of the chemical materials in use at our work sites; and, to comply with Federal OSHA Regulation CFR 1926.59.

The Occupational Safety and Health Administration’s Hazard Communication Standard has been extended to cover all industries including construction, effective May 23, 1988 / REVISED HCS 1994. This is a federal requirement and we must abide by the requirements. Therefore, we are responsible to implement the program plan.

The safety and health of our people remain a top priority. We are challenged to make this program work in a positive manner by identifying hazardous chemical products, training our people in their proper use and insuring that protective equipment is available and worn.

HAZARD COMMUNICATION PROGRAM

I.               General Information

In order to comply with the “Right to Know” regulations of the Occupational Safety and Health Administration as well as our State Standard on “Hazard Communication”.

II.              Objectives

To safeguard our employees’ health by providing a guide for compliance.

To provide our employees with the necessary information concerning health and physical hazards of the chemical materials in use at our work sites.

To comply with Federal OSHA Regulation CFR 1926.59.

III.             Scope

a.    Listing of the chemical products which will be handled, used, or stored on job site location or company property.

b.    Assure that appropriate identifying labels are on containers of hazardous chemicals being used and handled.

c.    Material Safety Data Sheets (SDSs) will be required and procured for all hazardous chemicals which employees of this company will encounter, the master SDSs will be available at the office, and a copy will be available (where designated) at the job site for those chemicals to which employees could be exposed at that job site.

d.    Employees will be trained to recognize and interpret labels, warnings, color coding, and signs affixed to containers that they might handle, in order to avoid and/or minimize potential hazards.

IV.            Safety Data Sheets (SDS)

a.    CITY OF HILLSBORO SUPERVISORS are responsible for obtaining and maintaining the data sheets system for the company. If a SOS sheet comes with a shipment of product, a copy must be forwarded to the office immediately.

b.    The office will review data sheets for new significant health/safety information. The Corporate Office will see that any new information is passed on to the affected locations.

c.    A book must be maintained with copies of SDSs for all hazardous chemicals to which employees of this company may be exposed. A list of the chemicals will be in the front of the book. The book must be kept in the job site trailer and be accessible to employees during working hours.

d.    SDSs will be available to all employees in their work area for review during each work shift. If a supervisor discovers that a SOS is not available or a new chemical is introduced to his/her job site, he/she is to immediately contact the Corporate Office.

e.    CITY OF HILLSBORO chooses to rely on the evaluation performed by the chemical manufacturer, distributor or importer for chemicals.

V.              Labeling

All containers of hazardous materials, regardless of size, must be labeled or tagged.

a.    The foreman shall ensure that each container of hazardous chemicals received is labeled, tagged or marked with the following information:

1.    Product Identifier;

2.    Signal Word;

3.    Hazard Statement;

4.    Pictogram(s) see below;

5.    Precautionary Statement(s); and

6.    Name, address and telephone number of the chemical manufacturer or importer, or other responsible party.

b.    Original labels on containers containing hazardous chemicals shall not be removed.

c.    If a different material is placed in the container, the label for the hazardous material contents must be changed to reflect the contents of the container.

d.    Exceptions to this rule are made only for very small containers filled by the person using the material, which must then be used/ emptied by that person during the same shift. Such containers need not be labeled.

VI.            Employee Training and Information

The Management of CITY OF HILLSBORO, or the Job Foreman is responsible for the employee training program. He/She will ensure that all elements specified below are carried out.

Prior to starting work, each employee will attend a health and safety orientation and will receive information and training on the following:

a.     An overview of the requirements contained in the Hazard Communications’ Standard.

b.    Any operations in their work area where hazardous chemicals are present; and,

c.     The location and availability of the written hazard communication program, including the list of hazardous chemicals, and material safety data sheets.

d.    Methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area (such as monitoring, visual appearance or odor of hazardous chemicals when being released).

e.     The physical and health hazards of the chemicals in the work area.

f.     The measures employees can take to protect themselves from these hazards, Including specific procedures to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures, and personal protective equipment to be used.

g.     The details of the hazard communication program, including an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employees can obtain and use the appropriate information.

VII.           Transferred Employees

It will be the responsibility of the foreman to train transferred employees prior to their exposure to new chemicals.

a.     Foreman will be responsible for filling out a completion of training certificate for each employee, keeping a copy.

VIII.         Hazardous Non-Routine Tasks

Periodically employees are required to perform hazardous non-routine tasks. Prior to starting work on such projects each affected employee will be given information by their supervisor about hazardous chemicals to which they may be exposed during such activity.

This information will include:

a.     Specific chemical hazards and exposures.

b.    Protective measures the employee can take.

c.     Measures the company has taken to lessen the hazards including protective equipment, presence of another employee, and emergency procedures.

VX.          Informing Contractors

It is the responsibility of foremen to provide other contractors the following information:

a.     Hazardous chemicals to which they may be exposed while on the job site.

b.    Specific chemical hazard exposures.

c.     Precautions the employees may take to lessen the possibility of exposures by usage of appropriate protective measures.

Foreman will be responsible for contacting sub-contractors before work is started to require SDSs, maintain books and disseminate to our employees any information concerning chemical hazards that other contractors are bringing to our workplace.

X.             Notifying Local Public Safety Agencies

It will be the responsibility of the Foreman to notify the appropriate public safety agencies, if necessary, of hazardous materials used at this location.

XI.            Responsibility.

a.    The foreman is responsible to implement the Hazard Communication program on each assigned project.

b.    Foremen and other designated personnel are responsible to fulfill delegated tasks in relation to this program.

c.    Each employee will accept responsibility for safely performing his/her work in accordance with the established safe work practices and precautions outlined on hazardous materials labels.

HAZARD COMMUNICATION INFORMATION & TRAINING

I.               Program Objectives

CITY OF HILLSBORO has developed a Hazard Communication Program to comply with Federal OSHA Regulation CFR 1926.59.

The objective of our program is to provide you with information and training concerning chemicals and processes which you may be exposed to by means of our Hazard Communication Program.

II.             Information (Discuss)

1.    This orientation will familiarize you with our comprehensive written Hazard Communication Program, Hazard Communication Standard, chemical list, and SDSs which are located in a book at the job site trailer and are made available to employees during working hours. Please contact your foreman anytime during working hours if you want further information regarding the program, standard or SDSs so they can assist you.

2.    We have the following chemicals on the job and want you to be aware of them even if you will not necessarily be working with them (discuss chemicals on site briefly).

3.    We have provided and reviewed SDSs for each chemical on the job and will inform you of any personal protective equipment or procedures needed to work safely with the chemicals you will be using. (Review SDSs on chemicals they will be using.)

III.            Training (Classroom)

1.    You will be given instructions explaining our labeling system and how to use and understand Safety Data Sheets.

2.    Regarding any chemicals or process in the work place which you are asked to work with or use which you are not familiar with or have not used before, ask your foreman for training and what precautions to use before handling or using these chemicals.

If you notice any unusual odor or unusual process involving chemicals which you are not familiar with or cause you concern, we want you to contact your foreman so it can be evaluated to ensure proper and safe use.

IV.            Job Site Tour

1.    These are the chemicals you will be working with in your area. Explain the hazards from label, special work practices, and any personal protective equipment needed to work and handle chemicals safely. If you are asked to use any chemicals or processes which are not familiar with, contact your foreman before working with them.

2.    All chemicals you will be using have been evaluated and, if necessary, tests have been conducted and procedures and personal protective equipment provided.

3.    In case of an accidental spill of any chemical or any emergency involving chemicals contact your foreman immediately.

IV.            Summary

As part of our loss prevention program and to comply with OSHA Standards, CITY OF HILLSBORO has implemented this program to inform, train, and protect you with the chemicals you will be working with.

NOTE: Copies of personal training record and tests must be signed and dated by employee and a copy at job site.
