APPENDIX E – MUNICIPAL POLICIESAPPENDIX E – MUNICIPAL POLICIES\107. Quinquennial Distribution Assessment Report

In June of 2021, the City of Hillsboro had a Distribution Assessment Report conducted by staff at KPP Energy to assess the operational condition of the city’s electric system infrastructure as well as the status of related practices and policies affecting the financial and/or operational sustainability of the electric utility. After interviewing key team members from the City of Hillsboro, the KPP staff conducted a visual inspection from the ground and made comments that would prompt the need for improvements, including, but not limited to: the condition of utility poles, conductors, line clearance from vegetation, meter settings, transformers, and equipment. They also made general suggestions for overall system benefit, like the implementation of a capital improvement plan. The results in 2021 came out optimal for the City of Hillsboro’s electric utility. Before that, a Distribution Assessment Report was conducted in 2014 to which optimal observations were also the result.

To promote and maintain a standard of quality within the electric system, the City of Hillsboro intends to schedule a Distribution Assessment Report conducted by Kansas Power Pool staff every five years at the end of the fiscal year (from July thru September). Such a practice is meant to provide Hillsboro officials perspective from external, objective field professionals with no intention other than assisting a member of the Kansas Power Pool with observations and suggestions for beneficial system improvements.
