The Hillsboro Community Childcare Center (H4C) is a strategic priority for the community. One impactful way the City can support H4C’s operations is by providing city-owned utility services at rates that recover costs while aligning with the rates applied to City-owned facilities. This policy establishes consistent and equitable utility billing for H4C, balancing fiscal responsibility with operational support.

To ensure fairness and transparency, H4C utility billing will be structured as follows:

      Electric: The H4C facility shall pay the base rate for commercial customers and the consumption rate for City internal customers, as stated in the City Code.

      Water: The H4C facility shall pay the base rate for commercial customers and the consumption rate for City internal customers, as stated in the City Code.

      Sewer: The H4C facility shall pay the base rate for commercial customers and the consumption rate for City internal customers, as stated in the City Code.

      Trash & Recycling: The H4C facility shall pay the commercial rate for trash and recycling service for a 95-gallon poly cart, as stated in the City Code.

Additional Provisions:

      All rates are subject to adjustments made to the City’s internal facility rates or commercial base rates as adopted in the City Code.

      All utility services shall be metered, and usage will be recorded for reporting and monitoring purposes.

      The City Administrator or their designee shall ensure utility billing for the H4C facility is calculated in accordance with this policy.

      The City Administrator shall provide an annual report, or a report at intervals determined by the governing body, detailing H4C’s utility usage and the savings realized compared to the standard commercial rate.

Effective Period:

Rates established under this policy shall take effect beginning with the next available billing cycle following adoption. Policy 110 will remain in effect until modified or repealed by action of the governing body.
