The City of Hillsboro hereby sets forth guidelines for the inspection of electric distribution circuits within the City of Hillsboro's infrastructure, aiming to ensure the reliability and safety of the distribution system. It focuses on addressing customer concerns and proactively identifying potential issues through the following provisions:

1.    Inspection by Electric Distribution Linemen: Linemen assigned to specific areas are responsible for inspecting the circuits in their work zones. This proactive approach ensures quick identification of visible issues or abnormalities. Customer reports of any irregularities or concerns related to the distribution circuits will be promptly addressed and investigated.

2.    Substation, Transmission Line, and Motor Control Center Inspections: Annual inspections of substations, transmission lines, and motor control centers within electric production plants will be conducted. These inspections aim to ensure proper functioning, maintenance, and safety compliance of critical infrastructure components.

3.    Distribution Circuit Inspections: A minimum of 25% of distribution circuits will be inspected annually. These inspections aim to identify visible and thermal issues, potential hazards, or signs of degradation that could affect circuit reliability or safety.

4.    Vegetation Inspection: During circuit inspections, surrounding vegetation will also be surveyed. Overgrown vegetation poses a risk to power lines and can lead to outages and safety hazards.

Implementation:

1.    The City Administrator or their designated representative will ensure regular inspections by linemen around their work zones and investigate customer reports related to distribution circuits.

2.    Annual inspections of substations, transmission lines, and motor control centers will be scheduled, with sufficient resources and manpower allocated for thorough assessments.

3.    Distribution circuit inspections will be planned to cover at least 25% of circuits annually, ensuring 100% coverage of the service territory every four years through a methodology determined by the City Administrator.

Review and Revision:

The policy will be reviewed periodically to assess its effectiveness and incorporate any necessary updates or improvements. Feedback from relevant stakeholders will be solicited, and revisions will be made as necessary.

Compliance:

All personnel involved in circuit inspections, including electric linemen, operators, and maintenance staff, must adhere to this policy. Non-compliance may result in disciplinary action.
