The purpose of this policy is to prevent the placement of special assessments for the development of one phase of a subdivision upon undeveloped land to be developed in future phases of construction.
Future development becomes encumbered by the initial development.
The Hillsboro City Council will no longer allow the attachment of special assessments to undeveloped land in a subdivision. All costs associated with the development of any particular phase of a subdevelopment shall be paid for by special assessments attached to lots located within that phase.
