The City of Hillsboro is committed to supporting retired employees by providing access to group health, dental, and vision insurance coverage in recognition of their service to the City. The purpose is to establish consistent guidelines for the continuation of health insurance benefits for retired employees of the City of Hillsboro.
Eligibility
To qualify for continuation of health insurance benefits under this policy, a retired employee must meet the following criteria:
1. Definition of Retired Employee: A “retired” employee is any individual who has terminated employment and is receiving a retirement or disability benefit for service with the City of Hillsboro.
2. Employment Requirement: The employee must have been employed by one or more local government entities for a combined total of at least ten (10) years and must have retired from the City of Hillsboro after December 31, 1988.
3. Premium Responsibility: The retiree will pay 100% of the premium cost charged to the City for the retiree’s continued participation in the group health plan. (Note: The retiree acknowledges that this amount may exceed the employee contribution while employed.)
Coverage
Eligible retired employees will be allowed to continue participation in the City’s group health, dental, and vision plans until the earliest of the following events:
1. The retired employee attains age 65, at which time coverage will cease. The City will allow retirees to retain dental and vision coverage until age 70, provided they continue to make timely premium payments.
2. The retired employee fails to make required premium payments on time.
3. The retired employee becomes covered or eligible for coverage under another employer’s health plan.
4. In the event of termination of the City’s group insurance plan, coverage will end as provided by applicable law or COBRA continuation provisions.
COBRA Continuation
Upon termination of coverage under this policy (such as upon attaining age 65), the retiree and any eligible dependents may elect to continue coverage under COBRA, consistent with federal law.
Implementation and Administration
This policy shall be administered by the City’s benefits administrator, which is responsible for verifying eligibility, coordinating benefits with the insurance carrier, and ensuring compliance with all applicable federal and state laws.
