CHAPTER 8. HEALTH AND WELFARECHAPTER 8. HEALTH AND WELFARE\Article 6. Drug Abuse Program

(a)   It has been determined that there exists within the city and the surrounding area, including the territorial area encompassed in Marion County, Kansas, certain substance abuse problems which endanger the health, welfare and safety of the citizens of said city and county, and which require a study of the problems and the establishment of a program to coordinate the agencies, services and efforts to deal with such problems and to effect work programs and planning for the control, reduction and prevention of substance abuse; and

(b)   The Board of County Commissioners of Marion County, Kansas, has by resolution created the Marion County Substance Abuse Board together with the powers duties, membership and financing thereof;

(c)   The governing body of the city, believes it necessary to cooperate with the Board of County Commissioners of Marion County, Kansas, and the governing body of other incorporated cities of said county in a single program for the purposes described in said resolution aforesaid, and to appoint a representative from this city to serve on such substance abuse board to carry out the functions of such board in cooperation with representatives from the other cities and designees of the Board of County Commissioners of Marion County, Kansas.

The governing body of the city hereby adopts by reference the resolutions of the Board of County Commissioners of Marion County, Kansas, creating a Substance Abuse Board and the powers, duties, membership and financing thereof and all matters relating thereto, including full cooperation with such Substance Abuse Board, including the appointment of a member to such Board who must be an elector of this city; provided however, the levy of any tax to fund such Substance Abuse Board by this city is specifically prohibited.
