Article 1. City Elections

All elections in this city shall be conducted by the county election officer in accordance with the laws of the State of Kansas, and shall be conducted jointly with other elections held at the same time insofar as practicable.

At all city elections the polls shall be open at 7:00 a.m. and close at 7:00 p.m., unless different hours are set and publicly announced by the county election officer.

The place of holding city elections shall be designated by the county election officer.

A general election of city officers shall take place on the Tuesday succeeding the first Monday in November. Succeeding elections will be held every year on the Tuesday succeeding the first Monday in November for all such governing body positions whose terms have expired. The Mayor and one council member from each ward shall be elected at one election, and the other council member from that ward shall be elected at the succeeding election. The council members shall have two-year terms. The Mayor shall have a two-year term.

(a)   The term of office for newly elected city officials shall commence with and include the first Tuesday in January, unless the first Tuesday in January 1st. In such years as the first Tuesday of January is the first day of the month the term of office for newly elected city officials shall commence with and include the 2nd of January.

(b)   Every person elected or appointed to city office, before entering upon the duties of such office, shall take and subscribe an oath or affirmation as specified in K.S.A. 54-106 and amendments thereto, and every such oath or affirmation shall be filed with the city clerk.

Any person may become a candidate for Mayor by having had filed with the county election officer on their behalf, a nomination petition or a declaration of candidacy, accompanied by a fee as set forth in Section 1-1101. A candidate for the office of City Councilman must file his/her nomination petition or declaration of candidacy with the City Clerk (K.S.A. 25-2110a) accompanied by a fee as set forth in Section 1-1101. The nomination petition must be signed by 25 of the qualified electors of the City of Hillsboro.
